The City of St. Louis Circuit Attorney's Office has filed 3rd Degree Assault charges against two St. Louis Metropolitan Police officers, Rory Bruce and David Wilson, in two unrelated incidences.
Here's a summary of the charges against both officers, according to Circuit Attorney Jennifer Joyce's Facebook page:
"Officer Bruce was charged for punching a suspect in the face while his hands were secured behind his back in handcuffs. The 16-year-old male suspect had been taken into custody on felony delinquent charges. The assault was captured on video and audio recording from the police vehicle. Officer Wilson was charged for punching a suspect in the head, while the suspect was handcuffed and sitting in the rear of the police car. The 16-year-old male suspect was taken into custody on delinquency felony charges. The assault was captured on video and audio recording from the police vehicle."
According to the St. Louis Metropolitan Police Department, Wilson is a parole officer and has been on the police force for nearly four years. He is currently on administrative duty awaiting the Department's internal discipline process. Rory Bruce, the Department said, had less than one year on the police force. He was terminated on March 28.
The department also says that a third (former) officer, Jacob Fowler, had less than one year on the police force, and while he was not charged by the Circuit Attorney’s Office, he was also terminated on March 28 on related Department charges.
Chief Dan Isom released a video statement (which you can see below) regarding the charges. Isom says "we will not let the actions of a few tarnish the reputation of our entire police department."
