The St. Louis Board of Aldermen is back at full strength.
Former state Representative Chris Carter took the oath of office Friday at City Hall. Carter won a special election last week to finish the term of his late uncle, Ald. Gregory Carter, who died in a tractor trailer accident in August.
"Exceptional politicians are said to posses a large quantity of at least one of the following three qualities - service, compassion or ethics," said Judge Jimmie Edwards before he administered the oath. "Chris Carter possesses all three."
Board president Lewis Reed said he and other members of the board were "blessed" to have Chris Carter joining them.
"Just stay true to what you believe, your family, your upbringing, and all of that and you're going to do well at this Board of Aldermen," Reed counseled. "And this entire city will benefit from that."
Chris Carter will serve until April 2013, when his uncle's term would have expired.
