The decadelong FBI investigation that led to Michael Madigan’s trial roiled local politics and changed the course of Illinois history. Prosecutors summoned 50 witnesses to a 12th-floor courtroom in a bid to prove Madigan and Michael McClain guilty of “corruption at the highest levels of state government.”

A 3% tax on individual income over $1 million would be used to reduce the property tax burden.

The judge’s decision comes as Illinois’ primary is less than three weeks away. It’s likely to be appealed.

The hearing officer, a retired Republican judge, wrote a scathing assessment of Trump’s involvement in the Jan. 6 insurrection, but said the courts ultimately should decide. The full elections board will consider the matter Tuesday.

The convictions could impact the bribery trial next year of one-time House Speaker Michael Madigan, but could also ignite new ethics reforms and questions about how politicians are lobbied.
