Earlier this month, when Illinois Lt. Gov. Juliana Stratton announced a plan to overhaul the state’s juvenile justice system, she repeatedly used a word that stood out to ProPublica reporter Duaa Eldeib.
“I've written about juvenile justice issues for years,” Eldeib tweeted, “but even I was surprised to hear the repeated use of the word ‘love.’”
The state’s plan is focused on moving incarcerated children from prison-like settings to dorm-like regional residential centers, and it’s being described as a sea change for the state. On Tuesday’s St. Louis on the Air, host Sarah Fenske spoke with Eldeib about her reporting on Illinois’ plan and how it may have been influenced by what’s known as the Missouri Model.
