The city already funds 800 beds year-round, but it’s still not enough to meet the demand.

The windchill could hit 10 to 15 degrees below zero Fahrenheit on Sunday and Monday. In those conditions, frostbite can occur in 30 minutes and hypothermia can set in quickly.

Local providers and organizers are scrambling to keep a pop-up emergency shelter open during freezing temperatures, while they wait on the city to fund one.
