Missouri State Rep. Justin Hicks, a U.S. House candidate for Missouri's 3rd congressional district, filed the lawsuit after another Republican posted his criminal and military records online.

The case, brought by Missouri State Rep. Justin Hicks, R-Lake St. Louis, is sealed from public view. Hicks filed to run for Missouri's third congressional district this week.

The Lake St. Louis Republican is the fourth major candidate to enter the race to replace retiring U.S. Rep. Blaine Luetkemeyer.

Schools would be able to opt into the program and accept new students from other schools, though they would not be able to stop kids from leaving. The legislation creates a 3% cap on a school's population being able to transfer out.
