Union Pacific Railroad Co. filed a federal civil lawsuit against Glendell H Farms in August. It argues that the farm’s owners are responsible for damages to its locomotives, railcars, signals and tracks due to the actions of their hired hand, the late Jonah Matthews.

In its petition, Illinois said Spire broke state law by failing to comply with a consent order from 2021 requiring that it place proper measures against erosion.

The nonprofit audio service, which serves the area’s blind and visually impaired, is not using its Belleville facility until a damaged tower and office are cleaned up.

States in the Midwest and South have already seen many deadly tornadoes so far this year. These parts of the country are also where the number of severe events are steadily increasing.

“The productivity will never be what it was,” said one landowner whose farmland has been significantly damaged by the construction project.
